Which seems to be a partnership of Chipside Ltd and local councils

It does not stop Chipside LTD as operating as a PPC company.
We need to get some location details and see if they have a TRO in force for that car park.

It is a Penalty Notice Charge served under the Traffic Management Act 2004 (s78). Civil Enforcement of Parking Contraventions (England) General Regulations 2007. Civil Enforcement of Parking Contraventions (England) Representations and Appeals Regulations 2007.

And on the Ticket what are the observed time and issue times

PCN issued at 15:36hrs
Observed between 15:25hrs to 15:36hrs
I arrived back at approx 15:44hrs only gone about 20 something minutes

You need the CCTV
Write and request it under the data protection act.

I have previously requested that they do that on my 1st and 2nd appeal but they said that the CCTV was only accessible, if it was a criminal act and a PCN does not come under that code. Also, in their reply, they brush over the fact that I was away for only 20 something minutes and stick with the 'did not display a valid ticket' charge.

under the data protection act you have a right to see any cctv they hold which you are on.
They can charge a fee.
Demand it from the council, not the parking company
