Thanks for your patience!
If HP have sent you the Operating system disk (if they sent you two make sure it is the right one), Then if you have succesfully changed the boot sequence (check?) Then after it boots, and before Windows loads, you should get the offer to boot from dvd - you need to accept this with the return key - otherwise it will continue looking at the hdd.
If you don't see this, it either because it is not a bootable dvd, or because the dvd is not first in the list.0 -

USB CD-ROM
Notebook Upgrade Bay
Notebook Hard Drive
USB Floppy
USB Hard Drive
Notebook Ethernet
SD Card
The USB CD-ROM option was originally 3rd or 4th down and I just moved that up the order by clicking the up/down keys on screen with the mouse. Then after it boots, and before Windows loads, you should get the offer to boot from dvd - you need to accept this with the return key - otherwise it will continue looking at the hdd.0 -

Does that mean my BIOS isn't/can't be configured to start the laptop from the onboard DVD bay?0 -

No, you don't want the USB entries you should have the onboard dvd/cd first and then the hdd, followed by anything else. Go back into bios and see if you can see thes options in the boot priority screen - if not you should also see in BIOS a list of your attached devices, usually in the BIOS leftkost option/tab. If not there I would be very surprised.0 -
When i go into BIOS i have 4 sections at the left hand side:
File
Security
Diagnostics
System Configuration
If I click System Configuration I get (in the right window):
Language
Boot Options
Device Configurations
Built-In Device Options
Port Options
Set Security Level
Restore Security Defaults
If I click Boot Options I get:
6 sets of radio buttons labelled enabled/disabled for
Custom Logo
Display Diagnostic URL
CD-ROM Boot
SD Card Boot
Floppy Boot
PXE Internal NIC Boot
All are enabled except Custom Logo which is disabled.
Below those is the Boot Order section I mentioned earlier:
USB CD-ROM
Notebook Upgrade Bay
Notebook Hard Drive
USB Floppy
USB Hard Drive
Notebook Ethernet
SD Card0 -
The above was obtained by pressing F10 (BIOS Setup).
If I press F9 (Boot Device Options) I have a Boot Option Menu:
Notebook Upgrade Bay
Notebook Hard Drive
Notebook Ethernet
Notebook Upgrade Bay appears to be highlighted, but I've selected it again to make sure by pressing enter.0 -

You may disable these, however we need to look at the devices onboard, so maybe look in device configurations?
I don't have an HP in here to look at the BIOS, so maybe someone else might be able to assist? I am off now but will be back after I have fixed a friends central heating!0 -

This document describes the BIOS features on yr laptop:
http://bizsupport1.austin.hp.com/bc/docs/support/SupportManual/c01613452/c01613452.pdf
Page 101 talks about boot options, referencing cd/dvd boot, but I haven't read all 171 pages!
Does the File menu page 98) give you info on installed devices - it just surprises me that you don't have the option to select the onboard dvd/cd as a primary boot device............
There is an option to reset back to factory settings, worst case you could select that option and then try changing the noot sequence?0
