    If you'd searched the forum for 'Roxburghe calls' you'd find loads of threads telling you how to stop them calling. Can be done with one sentence (and it's not rude!).

    Please tell your wife to look at the Roxburghe calls threads that you will find when you search, and just write down what she needs to say to shut them up.

    is this the same with NCP.
    I have a couple of fines (forgot to pay on the App) and am getting loads of threats. I understand they cannot impose their "fine" but arent there bylaws for railway stations. Is it different?


    Railway cases are only different if a Train Operator issues a real Penalty ticket themselves, under bylaws. Northern Rail are one example who do.

    NCP do not issue real penalty tickets under any bylaws even when in a railway car park. They issue fake PCNs (in fact theirs are PCCNs for some reason!). But of course ignore them, read the sticky thread second from the top and just play snap with each letter that matches the pictures.

    I don't think anyone here has seen a real "Railway Byelaws" ticket for some years now. However, the vast majory of NCP tickets - except those issued in council contract role (and payment made to the council, not NCP) are your usual PPC rubbish.

    Only seen a few recently from Northern Rail which were real, shown on pepipoo. Search for 'Northern Rail pepipoo' on Google and they come up, more than one case.

    But they are NEVER real when it's a private company, not PCCNs from NCP certainly!

  • I have done as it says on here and ignored all previous letter but this one says NOTICE OF INTENDED LEGAL ACTION and that they will instruct BAILIFFS and country court judgement against me lasting 6t years - do I ignore :(

    Yes, you do.

    I would be very interested in finding out how hey could instruct a bailiff without a court warrant. They cannot get a court warrant until after they beat you in court (and then you STILL refuse to pay up). Same goes for a CCJ. Given that they cannot legally beat you in court, then this is clearly fantasy on the part of whoever sent that letter.

    Out of interest, who did send it?

    Please re-read the letter more carefully. It also says "If this goes to court... If. Not when. If.

    The more unpleasant threats usually include mentioning that, if the case goes to court, a county court judgement (CCJ) will be issued, that bailiffs will be appointed and that your credit rating will be ruined. For things to actually get to this stage, the car park owner (CPO), not the PPC/debt collector/solicitor, would have to take you to court and win the case. Then, you would have to refuse to pay, to get a CCJ issued after 28 days. Then, you would have to still refuse to pay, to get bailiffs appoint.

    We now have recent landmark court cases, VCS Parking Control vs. Ronald Ibbotson, S!!!!horpe, 2012, HM Revenue & Customs vs. VCS Parking Control, Lower Tax Tribunal, 2012 and VCS Parking Control vs. HM Revenue & Customs (Appeal), Upper Tax Tribunal, 2012. In these cases, the judges ruled that only the CPO can charge for parking and take alleged offenders to court. The Upper Tax Tribunal is equivalent to the High Court, and therefore its judgements set legal precedents.
    The acquisition of wealth is no longer the driving force in my life. :)

    It was a company called Private car parking enforcement agency there address has a warrington post code and it was at a car park in Birmingham. THANK YOU I knew I had to ignore it but just needed reassurance.

    Notice how they use the words "Enforcement Agency" to give them some kind of legitimacy?

    They are not an agency and they can't enforce anything whatsoever. They are private citizens with the same powers as you or i, none. Not one of them will possess a warrant card.

    They would like to think they have though, the deluded imbeciles.
