Are there any circumstances where you should pay??

I recently recieved a parking charge on my windscreen for parking in a hatched area in a free multi storey on a retail site. The charge was issued by UKPC. The charge was £30 within 14 days or £60 within 28 days. I was going to pay the £30 but when i missed the 14 days I had a look on here. Can I get away with not paying anything even though I cleary parked on the hatched lines? I'm assuming because of the size of the retail park(metrocentre) they have CCTV, warning signs etc, and I've already checked out the pics of my car on their site. I've also seen a list of peoples names who've been taken to court this month and legal precedents where people have had to pay £850+
Should I pay?

The only circumstance where you should pay is the very very rare event the PPC asks for what the landowner has actually lost, any demand above that is an unlawful contractal penalty
Most of the lists are either fakes (IIRC one was a list of footballers) or are non-car parking related court cases.0 -
Q: How much money has the landowner lost because you parked on a hatched area in a free car park?
A: Zero.
That is the amount they could sue you for. Ignore them.0 -
Even though they seem to comply with the BPA?
Also, my car is through a lease company will that make any difference?0 -

The BPA has about the same level of credibility as Adolf Hitler. They are a trade organisation who are there to protect the interests of their members. Joe Public doesn't enter into the equation apart from as a cash cow to these unscrupulous leaches to try and exploit with their fake fines and penalties.
With regards to your car, are you shown as the registered keeper? If you are then letters will come to you. if the lease company is the RK then you need to make it crystal clear to the lease company that anything received from UKPC is an unenforceable invoice that you will not be paying."You should know not to believe everything in media & polls by now !"

The BPA is just a club, run by, and for the benefit of, parking companies.
The lease co could create a problem by paying up and then billing you. Read the terms and conditions of your lease, it probably mention fines and penalties. Tell the lease co that this is neither, it is just a speculative invoice from a private company and under no circumstances are they to pay it.0 -

Oh dear, yes. You must take action then or you could find some numpty pays it and expects you to cough up.
Here's a thread with all the links & advice you need to use when you contact the lease company about his immediately to ensure they don't pay it, it's not their liability and to pay it would be to go against their industry advice:

If it's a company car you must also contact your company FLeet Manager now with all links needed to make it clear that it's a scam ticket and you WON'T be paying it even if any staff member is stupid enough to think otherwise. Put everything in writing this week using the links on that thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

By stating legal precedents the way they do on their website, just how they and their ilk try to deceive people with legal claptrap, these cases were heard in the small claims and legal precedents are set in higher courts than them
http://www.ukparkingcontrol.com/legal/Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
They are all or have been suspended from accessing the DVLA database for gross misconduct!
Do you really need to ask what kind of people run parking companies?0 -
Thanks everyone, i'll get on to the lease co. straight away and let them know not to pay incase they dont already.0
