didnt get round to phoning them today will try and do it tomorrow. But from what I can see is this: If you opted for one when you first opened the account and have had one previously you can still have one and get replacements.
If when you opened the account you said you didn't want one then I think you can't get one.

Cardcash is still issued to anyone aged 16-18 opening an account with Halifax/BOS, I opened two accounts last year (one in April, one in August).
No cheque book though I was told today0 -

Yeah, they offer the opportunity to upgrade it when you are 18 but you don't have to take it, you just don't get any credit interest.
Despite how much I hate Lloyds TSB, I think I'll be moving my Cardcash accounts there in a few months' time0 -
If you opened it as a current acccount and they didn't give you full facilities ie cheque guarantee, or withdrew them, then you still get the cheque book, otherwise not. Halifax have been moving for years to marginalise their less "lucrative" customers. Cardcash customers can no longer use full branch facilities, and have to use the atm for most transactions. Left their employment some time ago to my joy!0

Bank of Scotland haven't implemented these restrictions yet, strangely enough.
Cardcash customers still have full counter facilities in their branches.... As soon as they withdraw them however, I'll be using my feet to express my discontent.0 -

Yeah but it used to be opened for any customers that didn't pass for the current acc

As mentioned these accounts are for 16-18 year old people and as such are not supplied with cheque books. If you have a cardcash from sometime ago do check in case a cheque book facility was not marked on the account when opened.
Easycash and Cardcash are seperate accounts both, gradually, won't be able to use the counter service for a majority of your transactions. As most Bank of Scotland branches do not have self-service facilities you are free to use the counter in BoS branches or Halifax branches if using BoS branded accounts.I work for Halifax (a division of Bank of Scotland plc, owned by HBOS plc, owned by Lloyds Banking Group plc).
