Whilst I sympathise with your situation OP, I have to agree with what other posters have said regarding it being best to withdraw having only 'lost' £1000. We had a similar but not identical predicament when buying our new home last year. We viewed and offered on a listed building that we were sure had been subject to work done without LBC. As we were not relying on a mortgage to purchase the house we didn't have to concern ourselves with criteria set by a lender, but we were concerned that we would be left with a large bill to rectify works done by the vendors without permission.......or worse!
To try to ascertain exactly where we stood we endeavoured to arrange a meeting with the conservation officer, but despite many attempts to organise this we were never able to do so - and indeed we were later told that COs are reluctant to meet with potential purchasers before they have actually committed to buy......which seems rather crazy IMHO. In the end we decided to withdraw from the purchase and found another period property that was not listed which we went on to successfully purchase. Suffice to say the other house is still for sale......it was originally being marketed at around £400k, went to auction after we pulled out (but didn't sell) with a guide of £250k and has recently had another sale fall through at offers in excess of £200k :eek:
Whilst it is undoubtedly disappointing, I would see it as a lucky escape!Mortgage-free for fourteen years!

Just to correct one thing mentioned several times above. It is not English Heritage that is responsible for issuing Listed Building Consent for work - that is the responsibility of the Local Planning Authority, i.e. local Council. They may well consult EH for applications, but only for demolition works and for works to Grade I and II* listed buildings, which this is not (OP said it is Grade II). The Local Council is also responsible for pursuing enforcement action to remedy breaches - in the case of listed buildings, criminal proceedings.0
