Am I right in thinking (previous thread?) that you're a Guardian for Camelot?
If so are you living in a conventional house with a domestic supply or is this a more unconventional commercial building?
Many of the properties can be rather old and in poor state of repair and, I understand, pretty poorly maintained. Either way, it probably warrants the attention of your local Council's Environmental Health team who will be able to guide you through where the responsibility lies for repairing the problem and ascertain whether there is anything else in the premises that may cause you harm at another time (there's the possibility of asbestos, gas safety, lead etc.)
You should find their number on the local council website, sometimes under "Consumer Protection". If you live in a guardian occupied property, as I understand it, the standards must be safe and healthy as in other more traditional 'tenanted' properties. I'm not entirely certain that is always the case. An Environmental Health Officer will liaise with the owners or the managing company to ensure that all is made safe and save you the problem of chasing in circles - you'll have a professional on your side.Everything that is supposed to be in heaven is already here on earth.

They have really been laying on the fire safety - we've got 24 hour monitors now and a new set of smoke alarms (additional to the previous smoke alarms and the central fire alarm that they're currently repairing at a cost of £4,000). We've all been given a lecture by a safety officer and made to sign our understanding of it tonight too.
