O2 use the BE core network and exchange equipment, but then have their own software controls for routing etc. I have no experience with O2 as a vendor.

If price IS a factor (your OP suggests otherwise) then it may be worth a punt. Otherwise I would suggest BE Unlimited or Pro (if you want the extra upload) over O2.

BE offer truly unlimited data and NO port throttling. Yes, they have a FUP (fair usage policy) but nobody has been sanctioned for data usage, only for using their connections to send SPAM emails.

Nevertheless, while there is an FUP in place under the contract, they always have the option of enforcing it should the policy change. Other ISP's have done just that.

I am still looking for good value for money and I would pay extra if it is worth it. But comparing BE pro to o2 "the Works":
24Mb vs 20Mb download - I remember seeing somewhere that the estimated maximum speed for my postcode is 18MB so this should be practically the same
2.5Mb upload for both
Unlimited downloads for both (250GB FUP for o2, but that should be enough).

Since you said the equipment is the same, the only difference is then the software and the traffic shaping/management unless I have missed something. Howeverm it works out ALOT cheaper with the current 12months half price, £5 off/month and £80 cashback offer for existing o2 customers.

If you can get 18 meg with Sky it'll probably be one of the cheapest deals and as said previously no worries about changes in policy to worry about. As they will be rolling out fibre optic this year too -it can only get better. If you have TV/phone with them too it'll be discounted if you ask.
Virgin I found were a PITA as they throttled me the very first time I went over (was a one off huge download) with no warning.

if you can get virginmedias 100Mbit (10Mbit upload) then that has no FUP or throttling at all
the 50Mbit service (5Mbit upload) has no FUP or throttling for download but has a FUP and throttling for upload if you upload more than 6GB between 3pm and 8pm at which point they will knock you back to 1.75Mbit upload but you still have the full 50Mbit download.
