While I am inclined to be supportive of the role of TUs in a workplace I do wonder what sort of organisation is so convinced that its managers are unable to operate a fair and impartial job application process that they need to have such a procedure to check up on them. Equally I cannot see what the public sector is trying to recruit more staff if it has people in its employment who are willing to do the job and considered capable of doing so. Recruitment is quite internal applicants already especially if they are now deemed capable of doing the job..
I suspect its because its managers are trying to emulate what it thinks happens in the private sector where fairness only applies if there is a chance you will be sued.Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment.
