Out of interest, what model was your old Dell dual core?
If it was one of their BTX case designs then they were probably one of the quietest Dells I've come across.

    Where is the computer located?

If it is on a hard surface for example a desk, the noise may be conducting through it and making it louder.

You can buy sound absorbing mats and feet for the case.

If it is on a desk, try putting it on the floor.

The AMD graphics card should have a utility to adjust the fan speed. Check in the system tray near the clock.

  • You and everyone else on the planet already have a quiet fan .. ..

Anyone can change a fan from 12 to 5 volts in a 60 seconds, it will slow down / go quiet / but shift less air. Its irrelevant whose design it is, a fan is a fan is a fan. 99% run from a bog standard MOLEX.

All MOLEX run two different voltages depending on where the pins are, just change the pins from 12 to 5 volts.

    - do not use the 7 volts in this diagram

    - keep an eye on the temps before and after :D

I agree with your suggestion to try running fans under-voltage, but I disagree with the 2 points above. Sickle-shaped fan blades, for example, can significantly reduce sound output at a given RPM, though it may just be for the reason that you state - maybe they just shift less air.

99% of ~case~ fans may run from a standard Molex connector, but most CPU fans don't. They have extra wires for speed control and speed sensing, which you would need to understand before modifying the wiring.

I thought modern fans use PWM (Pulse Width Modulation) to adjust the fan speed rather than voltage.

difficult to install but a remedy
it is not an overclockers fan

I agree with that fwor, and dozens of other things I could have said about 'required turbulence' reverse PSU feedback @7v, spin up speeds, which polarity when fitting a DPDT switch, case cooling deadspots, and going into great depth on the efficacy values of negative / or / positive case pressure and top or bottom mounted PSU's.

But hey just knowing any muppet can safely make a fan quiet @ 2000RPM in a minute or so with his wife's eyebrow tweezers is a starting point  M8 :D
