Are you using it on Orange? If yes, speak with them, it might be that the APN settings are not right. Are you able to make and receive calls?
If you have unlocked it and are using another SIM (very common for this phone), again make sure that again the APN settings are set up. You can look them up on the internet for all the mobile operators. Once you have them, you can set/change them via Settings/Wireless and Networks/Mobile Networks/Access Point Names.0 -
I see two different ISP involved here.
It's not uncommon to to be temporarily unable to access some website because of your ISP having some problems (with routing?). That's why such sites as http://www.downforeveryoneorjustme.com/ exist.0 -
Orange sucks in most areas for mobile internet on 3G. See if it works better on GSM/2G if you can manually set your phone to do that. If it does I'm afraid you're suffering the lack of enough capacity on the cell site you're connected to issue.0

3G signal for orange is good here, I was getting it before this problem.0
