When I was 17 I found a trick to get cheap insurance. it was completely abov board ( I even called in with the insurance company to check it was OK.)
I went with Elephant, and the important thing is the way the deal with named drivers.
(For the Record, I was age 19 with 0 years no claims, a 1.6i ford escort and a speeding ticket. I got insured (fully comp) for £1200. Now thats still loads of money but 2k for your 1 litre saxo seems huge in comparison!)
Unlike a lot of companies, elephant 'share out' the risk when you add named drivers on to your policy. (they're not the only ones so you may want to try this elsewhere). Put in all your details and see what the premium is. Then add in a couple of named drivers. You want professional mature people with clean licences and many many years experience (I used both my parents).
This brought my bill down from about 1800 to 1200 in one go. I couldn't believe it but I calledthem to check and they confirmed it was ok.
Play around with elephant online and see what you can come up with.

I would try Elephant (part of Admiral group) - you can get your first years no claims in about 9 months.0

Brokers tend to be the best starting point for young drivers. Do a price comparison on go compare.com and Moneysupermarket.com, as they have the most brokers on their insuraqnce panel.
After that, look at some directs. The main ones for you would be Elephant, Quinn (as mentioned) and perhaps one of the direct line brands such as Tesco.0
