1) If all that he wants doing is to add a house number then i can't see that as an issue but that is up to you of course.
2) You are going off on a tangent regarding registered post- stop muddling yourself up. There is no such thing as registered post for a start only recorded or special. Neither of those would protect you against an INR if the address is materially different anyway- so why even think about it.
3) You do not need buyers permission to refund him- and I can see no reason at all here why you are hanging onto the money if you are not willing to add a house number and post- what exactly are you hoping will happen? It is a stand off position and the only person that can lose is you
4) I would be very surprised now if you didn't get very poor feedback as you have hung onto the money for too long- if you were not happy to ship it should have been refunded immediately after payment.

when i said registered parcel, i meant recorded. i was hoping that he will change his address as he really wanted the item. and this item is heavy... so it doe not matter then however way i post it to him?i wish i have live my life a little bit off the book, took a chance and gamble :whistle:0 -

My explanations are notoriously confusing but please read my explanations- or wait for someone else to explain.
He may well have changed his address- but it CANNOT change the address on the paypal transaction that you already have- so buyer might well be telling the truth and getting frustrated at you because he has changed his address and you still refuse to post. Like you he may believe that an address can change retrospectively- it can't.
I posted up the link to the postage thread- please read the first post as I did not write it so you might follow it. Basically, as per my posts if you want full paypal seller protection against an INR then it must be tracked to the address that paypal say is 'OK to send to'. So if you ship it to the address and it fails to track as the address is not sufficient you would lose the claim. If you sent it tracked to an address that is NOT the one paypal gave you then you would still lose a claim.
Have you done any basic checks at all? For instance have you looked the address up on the RM address finder to see what format they show it as?
