Did you get his name? Keep a note of the conversation, name and date along with the PCN, safely just in case.

They dont cancel tickets as a "one off" or give the benefit of the doubt, or a second chance, they cancelled it because you asked for the footage which triggered the adjudication alarm, this guy is taking us through the mill gov response.
Most just pay up.
The reason yours was cancelled at this stage was to prevent a written record of adjudication and the possible loss of thousands of penalty .
They know 100% that they are taking the proverbial, they will be out doing it again today in the exact same circumstances, it is far easier to chuck the shark out of the net before its hauled on board, they are plenty more that will pay.
