How do you report drink driving, annonomously ?

Blimely you two, I totally forgot that this thread existed - talking about digging up the dead! Had you taken time to read the whole thread, you would have noticed that my view on the guy changed, I called him an a*s*ole and wish I could get hold of him and kick the sh*t out of him.
What I was simply getting at, was to give the guy a chance - talk some sense into his little brian rather than "Grassing him up". It is clear that he wouldn't listen to anyone.

following on from Dazzies original post what would you do in this situation?
DH's stepdad was put on our car insurance when DH first passed his test and we all went out for a drive and SD was driving and someone slammd into the back of us so obviously we made a claim and when we got everything thru post to fill out we asked SD for his driving licence details as he was driving.... a few hours later he comes to us and tells us we need to talk.... he hasnt got a driving licence and never has had one(hes in his late 50s) so we were unable to claim so paid out £800 to have car fixed...they said they would give us money back and never have!!
he also drinks quite heavily, in fact so heavily that i would say hes an alcoholic - he has to have a drink everyday and all day!! he works in a factory working shifts and if he is on nights where he starts at 7 in evening he will go and have a nap at 2 in afternoon but he will have a couple of bottles of lager before sleeping...when he gets up this will still be in his system along with the build up of alcohol from previous days..... he then goes to work and drives a forklift truck so puts his collegues lifes in danger!
so he hasnt got a licence but drives everywhere, if he hasnt got a licence then he surely has no insurance or its invalid and he also drink drives so do i shop him?
we havent spoke to them in over a year so part of me thinks i should do it as im still annoyed at the fact that we had to pay out so much money for something that wasnt our fault and part of me knows i should do it as he poses a danger to the public!! what should i do?
so who do i contact to shop him, the police or dvla or who? can i stay annoymous as well0
