From the UN convention on human rights:
Article 16.

Nobody is suggesting that peple do not have the right to found a family, but it's ridiculous that people keep breeding and breeding for financial gain at the expense of the nation.Accept your past without regret, handle your present with confidence and face your future without fear0

As long as they don't have to claim benefits to support that family? You suggested that would be immoral...0 -
I think it should be capped at the amount of children you have when you first need to claim benefits (taking into account if someone is pregnant at that time obviously).
This, this is what should happen, then is someone who has 4 or 5 children find themselves on a benefit, then they will be catered for!
I think what 'we' should be aiming for (and achieving), is preventing people on benefit reproducing and getting more benefits. It should be a locked claim once you make it, whether that be with 1 child or 10!0 -

What about contraception failures? They do happen, even with vasectomy or the implant.
Your plan might see a lot of children malnourished and freezing, or a lot of parents either committing benefit fraud or turning to more antisocial crime.0 -
