That strikes me as a very badly worded petition. It's not just aimed at councils, but at all owners of allotment land.
I can just see what would happen if that went before parliament. Our local allotments (which are on potential building land not owned by the council) would vanish overnight as the owner decided to get his land back before the law could pass.
Much better to pass legislation to allow land to be zoned as allotments under planning legislation. (and reinforce the requirement for councils to provide allotments in the first place)0 -

Allotments are a brilliant resource and one we need to protect.
