It's been this way for a while, particularly with foreign buyers using ebay.co.uk.
As a seasoned ebay seller you should be aware of what could go wrong, and should have refused to post the item without insurance.

Firstly, as you cannot prove she has the item, you cannot assume she has. Put yourself in her shoes. Would you be happy?
For the future. If you only want to sell in the UK then set your account preferences to 'exclude countries I don't post to' and tick the countries to exclude everything you aren't happy with.
Then read the postage sticky, as the UK is no different for protection than anywhere in the world.

It isn't impossible to block someone who is intent on finding a way around your blocks, but on the whole, as long as you have countries and buyers exempt, that would cover you.
I appreciate you didn't know, but you need to listen to the advice, refund and apologise to keep your good feedback, claim from Royal Mail and cover yourself in future.

Sorry, I may have misunderstood.
If your buyer hasn't paid. Then you can open a dispute and as long as they don't pay within the time limits, they cannot leave feedback for you.0 -
You should of insisted on insurance if posted abroad,as stated... they will need a full refund.0
