Just for the record, I work in Accountancy for a construction company but I have 1st hand experience of the woes of School staff.I understand this, but it sounds like you cant control your class. Or you don't have the management support to deal with the problem pupils.
It is not about control of the class but what is acceptable behaviour today. The discipline within the normal working environment does not equate to a similar standard for pupils. We tend to follow instructions as we are paid to do so where as pupils seem to be actively encouraged to question such instructions. Senior Management does hold the key but are reluctant to address the day to day abuse suffered by their staff.
I have seen 1st hand in a few schools, the treatment of teachers and support staff. There seems to be a culture of (as you have said) blaming the Teacher for the behaviour of the pupil(s). Such attitudes lend great credence to the pupil's own belief that there behaviour is "not their fault" which in turn makes that behaviour an accepted norm for that or those pupils.
As an employer, the company I work for has very strict behavioural policies. Some of the school leavers (a small minority, I hasten to add) are not prepared for this and as such leave our employment quite rapidly.Always get a Qualified opinion - My qualifications are that I am OLD and GRUMPY:p:p0
