Does that mean that the fine stands? I am thinking that it cannot be right, punished twice for the same thing? If so why they did not contact me earlier and further more why would they issue two arrest warnings while I am at dispute with them?

You need to find out from the court what the unpaid fines relate to.
If the vehicle was seen without a licence on different occasions, each one could be a seperate offence.

I hope That they are confused as you can see it only took them two years to contact me, I will update you as soon as I have some correspondence. Thank you for helping out
