Seconded, ignore it all and read the sticky threads on the link provided a few times by Oopsadaisy(!).
The DRP letter-chain is on the top thread in pictures so you can see where you are with the scamograms.
There's also a Watchdog clip on the thread called 'welcome, please read before posting'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yes, still ignore.
I don't think many people on MSE pay them but generally when people see a ticket on their car or receive a letter through the post they think it has legal weight and pay up without a second thought. Only a small majority will think "this isn't right" and will google it. But word is spreading."You should know not to believe everything in media & polls by now !"
