No its not a weak tuner it is most likely as I stated earlier poor quality unshelded parts on the downstairs feed, either socket, fly lead, connectors down stairs or as that rooms feed joins the distribution, if the cabling downstairs is external then that would be the most likely culprit as it is open to the elements and if poorly shielded/damaged much more likely to be effected by motorbikes.0 -

As a test, run a length of new WF100 coaxial cable down the stairs to bypass the existing wiring. This will prove whether the wiring is at fault.0
