With apologies I saw the phrase "but one ended up giving me a NPS as they refused to issue the correct invoice!!" in th eoP and assumed the OP had made a NPS against the seller in which case feedback is still posisble.
However if as I know read it correctly the sellers actually did an nPB against the OP then yes once you get a strike you can't leave feedback unless you have responded to the dispute and even then seller can get it removed.
OP, you need to get those strikes removed as you'll be blocked from bidding on many auctions- don't let those sellers win.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. You need to contact ebay & tell them that you didn't pay as the seller changed the terms of sale after you bought.
Be persistent, as you need to get your strike removed & the seller needs to be reported for being a NPS.
A link from their help pages,

Under item description, what not to do.
May help you when you call them0 -
I agree with Hermum, I have never recieved a non paying strike from a seller who has tried this on me. I either change the invoice back to what it was in the listing and pay, or on the rare occasions that seller has set blocks to avoid buyers doing this have phoned ebay and the whole transaction has disappeared.
It is often also possible to pay direct from paypal and link it to the ebay item as that also picks up the original postage.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. there was no option to update the dispute once it was raised; only to pay. Which meant I couldnt argue my case to ebay, only report the seller after they ignored my many messages and obviously won the dispute as I had no place to comment. It's highly unfair this new system, there's no where to add comments anymore, like if you raise a paypal claim (there is plenty of chance to discuss and message back and forth before the dispute is passed on)
this is where I got stuck and eventually shafted by naughty sellers
Soolin - will try that paypal route with the current item. Hopefully it will work.0 -
just tried the paypal route and it just sends me back to ebay checkout where the postage is showing £10 regardless what link I use to get there
unless the seller re-issue's an invoice I'm stuck

Then keep nagging at ebay- these sellers are a menace.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. I almost cant be bothered as I've just gotten those copy and paste replies

plus its only one strike so cant see it harming my bidding too much....then again it's the principle.0 -
It will harm your bidding a lot, most people block bidders with 2 unpaid items within 12 months.0

I dont intend on getting a second though.
I know I shouldnt have to put up with it but ebay's quite low down on my complaints list at the moment.0
