The "from" date on my pink paper licence is the date it was converted from the old red book, not the date when I passed the test.
I know the year I passed, but haven't a clue which date. I just make up a figure whenever I am asked. If I can't find it, then how would anyone else ever know to check it?

I passed mine a few months after my 17th birthday, but I didn't send the licence back until the provisional one I had ran out at the time

Well you didn't have a full licence entitlement then.

You can only drive as a full licence holder once you have sent back your provisional licence and the certificate of passing the driving test.

Until then, you are still a provisional licence holder.

Of course they had a full licence entitlement. You're given a set amount of time (xx years) to return your provisional and get a full licence, it doesn't mean you're not allowed to drive as a full licence holder - you have your test pass!

Until you APPLY for a full licence, what licence do you hold? A PROVISIONAL LICENCE.

If you are stopped by the police, what licence do you produce? A PROVISIONAL LICENCE.

What does DVLA's record show? A PROVISIONAL LICENCE.

The two year limit referred to here http://www.direct.gov.uk/en/Motoring/LearnerAndNewDrivers/NewlyQualifiedDrivers/DG_4022659 means that the pass certificate is only valid to exchange for a full licence for two years, (after which it expires and another test would have to be taken) in line with this law: http://www.legislation.gov.uk/ukpga/1988/52/section/89
It does not mean that you can wait for two years before applying for a full licence, but drive in the meantime as a full licence holder.

There is a legal requirement to produce your licence upon request to police. http://www.legislation.gov.uk/ukpga/1988/52/section/164. This law doesn't mention a pass certificate because it isn't a full driving licence (even when accompanied by a correct provisional licence).

If you drive as if you have a full licence, but you haven't got one and haven't applied for one, that's three points and a seized motor.

If anyone disagrees, please post a link to the relevant legistation.gov.uk page which showing the legal basis for that view.

So by your view, everyone who drives around on the day of passing their driving test is committing an offence?

The references you have quoted will do.
You can produce the licence you have. It's perfectly valid.
All the pass certificate does is certify that you have a change in the category, and whatever test you have passed is no longer a provisional category. All the other details will be the same.
The certificate shows the police that you are driving legally, (providing you have actually passed the test for the vehicle you are in). You won't be prosecuted for driving without a licence even if you haven't, you'll be prosecuted for not driving in accordance with it.
