In a previous life, I was a shift running manager at a well known fast food restaurant. One evening, I was called over by a member of my staff who said that a customer was adamant he had paid with £20, whereas she was adamant it was a £10.
I cashed up the till, it came out fine (the member of staff was usually pretty good as well) but the customer kept playing the "I'm a reverend, why would I lie?" card. Eventually, he settled for giving me his details so I could contact him if the "end of the night" cash up was over.
I was off the next day, but two days later, when I went back into work, he had brought in a large bar of chocolate for both me and the the crewmember to apologise. He had found his £20 note on his fireplace at home
Actually, I'd better just make it clear, this is just an anecdote, and nothing related to the OP's experience

I have little experience of this, besides the odd occasion when I have been short changed, luckily the shop assistant always realised when I prompted them. I agree that there's really no way of proving you gave a £20, but maybe by writing and explaining the situation someone in HO would investigate further. It might be useful to mention, like you have here, that another member of staff has recognised that the staff member that served you at the till has made mistakes in the past...thinking on it it's probably worth including absolutely everything you have done here!
This is pretty much what has already been said but just wanted to empathise with your position, and I believe it's worth taking it as far as you possibly can as you're 100% sure you're right. Really, all you'll lose is the time writing the letters and the cost of a stamp or two (hopefully!), and you might get your money back and an apology if you're really lucky

Cant see why the OP doesnt bother shopping there no more if they have no confidence in them and put the voucher on ebay for a tenner. Someone will still buy it0

people only do this becuase they want the £20 changed as 9/10 when you say you dont have the change they will give you £10
