No wedding photos and no sign of photographer

We were supposed to see our photos in the middle of last month but no contact. We have called and left messages and we have emailed him but are not having any contact at all from him. I am just gutted and want my photos! I wish this wasn't happening (melodrama).
So, what's the drill? Formal letter asking for contact and notifying him of our intention to contact trading standards? I don't want to scare him off when I haven't even received the photos, never mind the album.

Why are you scared.
The person could be ill or on holiday, give them the beneft of the doubt before you wade in.
His place may have caught fire (hopefully not) but there could be a legitimate reason.
