We live in an incredibly rich country and could easily afford to pay for these basic services for our citizens. .

Incredibly rich as in loads of debt?

For clip boards perhaps laptops in trolley cases or IPADS;)

If an iPad or a laptop makes it easier to do your role is a problem if a manager or clinician has one? There's quite a few trusts now issuing nurses on wards with PDAs (some iPads) with a variety of apps and other bits and bobs to help them in their jobs. Saves them logging on to a static PC at a workstation and often cheaper to purchase.

If there is a real business need - no - providing it is cost effective, is it for single or multiple use for instance..

If it makes them more productive - no.

If it is in replacement - no.

I suspect, as in Industry though that there will be those that have a way of attaining them, not because of need.

Whether an IPad is cheaper than a static PC, probably not, but in terms of providing the either device that element is the tip of the iceberg in relation to providing the service to support it.
