Has it crossed your mind to phone social services about the toddler. Although toddlers can be noisy, it's highly unusual for them to scream and cry all day.a young family with one toddler (who screams and cries all day).................

i lived next door to a council tennant
he went on and on for years
i am a HA tennent
they did nothing
i ended up on sleeping pills just to get a decent night sleep.
i wished i could have afforded to move....

How is suing the housing assoc going to make the noise go away?
People think suing is the answer to everything; in fact it's rarely the answer to anything. All is does is make life miserable. Wrong attitude.
Sorry for your stresses, but this is life. I suggest you look at moving as you won't have a case to sue. It is not up to neighbours to dictate who is allowed to live next to them. You telling the HA your problems does not obligate them to obey you.0 -

Are Environmental Health involved? If they are what do they say? At least you're not with the council.... EH wouldn't get involved at all then no matter what the problem! Do you keep diaries and record all instances of excessive noise? TBH, the stress of trying to get the HA to take action will be far worse than the stress of moving.....
Why can't you swap? There's a really good site for exchanges - you get timewasters same as anywhere unless you live in a real dump then perseverance pays. From what you say moving can't be any worse than staying there if it's affecting you so badly. There are places where children aren't allowed - you could do a multi-way swap to get something that would suit you better.0 -
