You can have a rat in a cage without asking just don't let it touch the landlords property...i.e the carpet. When the landlord's agent comes around make sure the cage is perfectly clean. (in fact keep it clean all the time)
Yes I would keep it clean no worries. So having a pet rat is not something they could evict you for that is good.
Rats need excercise, but if it does touch the landlords carpets how is the LL going to know unless it is on the floor during inspection0 -

Seriously, how many more answers do you need in addition to those you've had on the 4 threads on this topic? You have been given the full range of answers possible but you will not know until you get to your new location and start making enquiries. Nobody has a crystal ball.
If you really are incapable of remembering that you've asked the same question repeatedly, perhaps you should set up a subscription on the thread - it can email you with updates. Then all you need to do is check your emails before asking the same question repeatedly.
It isn't just this thread; do you realise you've asked these other questions & variants repeatedly in the space of 3 weeks?

No, I would strongly recommend you don't get a pet rat/hamster. An animal in a cage is not exactly a pet is it. Its cruel and you will not have enough time for it so no ...a big fat NO. Hi Brett,
From reading your posts over the last few weeks would I be right in thinking you have Aspergers or something similar? I'm on another forum where somebody has it and posts in a similar fashion to you. If you have it and explain that then you may get a more sympathetic response from people (although not everyone).
I would suggest you need to think of some ways to ask your questions without annoying the people who are able to help you. Perhaps when you create a new thread you could write that down on a pad that you keep by your computer so that next day or next week you can remind yourself that you've already started a thread on that subject and use that one rather than starting a new one.
I also think that keeping a pet isn't a great idea, you have to be in control of your own life to take care of an animal and to be honest I don't think you are.0
