No ISP should be directing you to BT for fault resolution.
If the ISP supplies service via BT WHolesale they should co-ordinate any engineers and fault resolution for you, via Open Reach.
Bt Retail is an ISP itself. Open Reach act as a service provide to all ISP, therefore it is your ISP who is responsible for fault management.
In terms of contractual commitments this si the same with the majority of ISP, where monthly contracts are the exception rather than the rule.

First the good news.On the 6th November I was telephoned by a member of the T.T. customer support team saying that the call was in response to my complaint to O.F.COM ( who incidentally I hadn't been in touch with). I explained again about the 2 year lock in period and I was then informed that it hadn't been in force for some time! In other words the operative in the Phillipines had been telling porkies and as such NO charge would be incurred by switching to another supplier.The £185 has now been cancelled.
Now the not so good news- I am now £ 30.05 in credit but to get this I have to telephone the support unit (with all the language problems) and as I am no longer a T.T customer I will be charged for the call - why can't they just credit my bank account?
It seems obvious that O.F.COM. have intervened on my behalf, for which I am extremely thankful, and indeed it is a big thanks also to this website for highlighting my dilemma and ending in a result for me.
Shortly after I was contacted it was announced that T.T. are likely to be fined a further £2 million for a combination of making 'silent' calls and poor service.This will be in addition to the earlier fine of £3 million.Are T.T. afraid of yet further bad publicity?
Apparently the Company has lost 43,000 customers in the three months to the end of September!
