It always amazes me how many sellers often state that if an item fails to be delivered they will provide proof of postage for the buyer to pursue with RM, and quite often it seems to be experienced sellers!0

YOU cannot pursue a claim through Royal Mail because YOU have no contract with them. The seller entered into the contract with RM when she posted the item to you. So, since RM have a duty to their customer, the seller, it is she who must pursue the claim.
This is incorrect.
However this is of no consequence to any buyer in the event as INR as the seller has legal responsibilities and additional eBay and PayPal responsibilities to get the item to the buyer.

I also believe it’s incumbent on the seller to initiate the claim0
