Item not received-help please!

Hi I won an item on ebay at beginning of September, postage was second class delivery. I paid immediately, waited 3 weeks, didnt receive so contacted the seller. He said he would provide proof of postage, I waited another 2 weeks but then last week opened a INR case. Seller contacted me saying he definately posted, and if he refunds he will be losing out (well duh Ive bought something I never received Im losing out as well!)
He then left an email saying he had provided "full proof of postage" and he will fax me a copy (I dont have a fax machine) or send me a picture of receipt, and Ive to take it up with Royal Mail. The proof I can see in resolution centre is this (copied directly)
have recipt here from the post office 1/9/10 14.28 rodbourne road 169-170 rodbourne road wiltshire sn2 2ay (address of post office) session id 1-181559 to item addressed number 14 post code ab125nb i can fax this recipt as proof or you can contact the post office them selves to prove it

Now when I click on the link, or manually add it to Royal Mail tracker it is not valid (tracking numbers are 13 characters long) so obviously this is not proof to me that it was sent, and on the sellers side its no proof that item was received.
So what do I do now? Is it up to me to chase it with Royal Mail, or do I push for a full refund and the seller chase it with Royal Mail? Not sure where I stand!

Proof of postage is meaningless to the buyer (yourself)
The seller did not send this item by Recorded delivery so you would not has the correct tracking number to check on progress.
The seller would need proof of delivery signature to win a INR case.
The Proof of postage receipt is his and is needed for him to fill out a claim for the lost item.
You will win the INR claim0 -

OP ring Ebay or Paypal - whoever the case is with and tell them the tracking is invalid. If it is Paypal they usually close the case in your favour immediately, but with Ebay that may be a bit more drawn out.0

No, if you have an ebay resolution case open then that is all you can have. You only get one case and Paypal is only better as the timescales are more defined and clear. Do you have a case open?0

I believe it's only one or the other, not both.
I have only used the Paypal route before where as previously mentioned they decide the outcome after a certain time frame.0 -
The seller sounds like how I felt when I had sent an item but the buyer didn't receive it.

I had always thought that if I offered the buyer registered mail but they went for standard then they ought to be responsible for claiming off Royal Mail.
However the advice I got on the above thread gave me perspective & made me realise that it's my responsibility regardless of the postage method used.
Contact the seller through the resolution center and explain to them that although you are confident that they had sent the item with the evidence provided, proof of postage alone cannot track the item, and therefore it's the senders responsibility to claim for compensation off Roayl Mail.0 -
I wouldn't bother contacting a seller who doesn't understand what they should be doing.
