I read somewhere that over 60% of drivers don't actually know what this means:

I get people braking down from 70mph+ to just 50mph on one of the local dual carriageways when they spot a speed tax camera, wouldn't be a problem if they weren't in lane 2, next to another idiot doing the same!!!

That could be because it does not always mean that the national speed limit is 70 mph on dual carriageways, if there is no central reservation with a solid kerb but still 2 lanes its 60, if you are in a commercial van its 60 on all dual carriageways and for a hgv its 50 .
The same speed limits for cars do not apply to all vehicles.
So I would say its higher than 60%
I would also say the best way to determine a good driver is to both obtain an insurance quote, the experts in risk will soon put the argument to rest.

But failing to drive to the speed limit when it is safe to do so is a fail in the driving test and failing to do it after you have passed your test is considered to be inconsiderate of other road users.

Bob the Saver...as i think i put in an earlier post when i was taught to drive i was told yes its the limit but you should be going as near to that speed as safely possible so a clear, dry day etc on a pretty straight road then yes you should be. the speed limit is also to keep the flow of traffic not just to stop people from going too fast

Not if you follow the 2 second rule, and double it when it's raining.

I do, in fact I leave a larger gap.
If I take my foot off the accelerator the car does not slow down enough without using the brake as well.

i amy be wrong but will the 2 second rule account for people essentially coasting instead of breaking? i think that rule is based on you having to break. not having ago at coasting in gear as its a good way of saving pennies etc

I think most of the problem is that the driver behjnd always thinks it's a target regardless of safety.
How many idiots have you had squeeze past when you're doing 56 to 60, then have to brake in front of you for the next bend, and then just stay in front as they realise your speed is the actual speed they can do.
