    I watched a TV program about people tripping over dodgy pavements. Apparently you (in this particular borough) only have a case if the pavement sticks up by more than 2 inches, and the do measure it.

    Also I have to defend OP, being a nurse, I know a broken scaphoid can be near impossible to see on xray and you just have to treat it as broken based on symptoms.
