I watched a TV program about people tripping over dodgy pavements. Apparently you (in this particular borough) only have a case if the pavement sticks up by more than 2 inches, and the do measure it.
Also I have to defend OP, being a nurse, I know a broken scaphoid can be near impossible to see on xray and you just have to treat it as broken based on symptoms."If you don't feel the bumps in the road, you're not really going anywhere "
