The safest way to replace security programs is to download the new programs and save the downloaded files to your hard drive (probably to your Desktop so they're easier to find). Then disconnect your computer from the Internet. You can then safely remove your old programs and instal the new ones. Reconnect your PC to the Internet and download any updates for your new programs.
There are several free firewalls. For me the best one is Kerio:

There are no conflicts between CCleaner and WinXP that I'm aware of. I don't know about Norton.

If your using win XP theres already a firewall included so your only either adding extra expense if your paying for it or using up disc space if you add another freebie one.
If your using an earlier version of windows then it can be worthwhile getting a free one.
To enable windows xp firewall
Click Start, Control Panel, double–click Network Connections, right-click the desired connection, Properties, Advanced tab, Under Internet Connection Firewall, uncheck or check the Protect my computer and network by limiting or preventing access to this computer from the Internet check box.IWasLookingBackToSeeIfSheWasLookinBackToSeeIfIWasLookinBackAtHer.....0 -

But the Windows Firewall doesnt give outgoing protection only incoming protection. Have a look at this recent thread which discusses free firewalls.0
