Insufficient Postage

I received a card through the letter box informing me that they were unable to deliver a special delivery item due to insufficient postage ~ odd, as SD has to be weighed and paid for at the counter. The price for SD to send 1/2KG is £5.90 and if the label had come off then the OP would have to pay this + the £1 charge levied on underpaid items which would be the total of £6.90 they have been asked for.
