The concept with the old monopolies was that if you allow them to fix their own prices they will put them low so that others aren't interested in making the capital investment required to start competing in that area thus maintaining their monopoly and ultimately then being able to push prices up when no competition exists.

By fixing their prices higher it would encourage competitors to make the investment so that they can win customers by under cutting the former monopoly.

It used to be the same with the energy providers that they couldn't offer cut price details for those in their historic territories but could in areas they didn't used to serve.

I'm currently Market 1 paying £30 per month for unlimited calls, line rental and broadband.
Rang them last week and told them I was switching to Sky, they dropped my package to £22.50 immediately.
Said it would be for 6 months, asked them what would happen then, they told me to ring them and it would continue at the lower price.
I'm pleased.

After checking I was Market 2 I contacted them and my monthly bill is now halved.

Plusnet emailed me when my exchange was upgraded to market 3, to let me know my broadband was getting cheaper.
