I have on many occasions stated it's one index and if your serious about understanding property values, you need to have a much more local, focussed review of yourlocal market.
As the latest LR figures show, the average is -0.3%, whilst the diferent regions varied around this.
I clearly didn;t poo-pooh the information, I enhanced the understanding of it.

Actually lite I'm making a supposition because you specifically chose to to make a laborious point in one case, and then chose to ignore the same in a very similar case because it was more convenient.
