Unfortunatly there are signs up at the train station stating that if 'rules' are broken then you could be liable for a parking ticket/penalty.

I will take a picture of the signs tonight when i pick my car up and will also scan the ticket and post later today!!!

thank you for your help guys any more info would be great

    cheers

Do take pictures of the sign and also post on Pepipoo. It might be that the sign is incorrectly using the word 'penalty' and could land someone in some hot water if indeed it does!

You could then have much fun e-mailing the rail company that operates the station and point this out to them!!!
  • Check whether the amount of penalty payable is displayed. If not, then I believe according to s.14 the amount payable is zero. This is my interpretation; would need to be tested in court though.

However, as recommended don't do anything yet. Post up the link to the scans, and also go on to pepipoo and post a link to the scans too. You haven't had any replies yet over there, so wait until this evening when so more posters come online and you will get some recommendations. Just bump the post if you want to get it back to the top.
  • thanks for your help everyone, i will scan the ticket as soon as i get back and post on pepipoo, and then copy the link here

    again thank you

Name them and tell us what makes them official ?

A lot of local authorities are members of the BPA! They probably don't feel the need to advertise their membership the way PPC's do.

However I do agree its probably a PPC invoice rather then a Byelaw 14 but it would be worth confirming!
  • here are the pictures guys, again hope this helps and you can help me with this one, this is my first ticket so abit unsure how to go about sorting it out!!! the link is.......forums.pepipoo.com/index.php?showtopic=64992&st=0&gopid=627214&#entry627214

Only account holders on pepipoo can see the images and they banned those who pointed out a massive legal irregularity they were giving out as advice. They did change that advice, but they banned all those who pointed it out.

There is a few councils who do issue penalty charge notices that are actually unenforceable parking charge notices in certain carparks, Morrisons at morley Leeds for instance as they have no legal order and just don't oppose appeals, but do issue penalty charge notices knowingly without legal authority to do so.
Under UK LAW, ALL decriminalised parking fines are illegal under the bill of rights as they dont offer access to a judge but nobody has been able to find a honest judge to hear a case on these grounds.

    Bill of Rights 1689 states:
‘That all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void;’ and Lord Justice Laws in the Metric Martyrs Case (Supreme Court of Judicature February 18th 2002) stated:
‘The special status of constitutional statutes follows the special status of constitutional rights. Examples are the Magna Carta, the Bill of Rights 1689….’
‘Ordinary statutes may be impliedly repealed. Constitutional statutes may not.’
The only judge that has heard a case decided that a penalty is not a fine, even if every dictionary, both legal and plain English states other wise, along with 1337 bits of case law which also state they are fines, all hail Mr Justice Andrew Collins, the lying ******

Hmmm, it looks to me like they are using Byelaw 14 and it is issued by Northern Rail. The sign does have the value of the 'Penalty' charge for the offences as well.

Anyone? Is this a fake or real Byelaw 14 ticket?

I suspect a couple of people on Pepipoo will post some thoughts very soon as well.
