Exceeding Download Usage

good look with being on Primus 'unlimited' I made the mistake of switching to Primus after being with Nildram on a 2 meg line. After 4 blissful days of maximum speed at the maximum my line will support (2.9mb) the speed varies day to day from 0.1 to 0.9. This has been going on now for 44 days and its driving me round the twist as I can't download anything on the days its under 0.2. Primus says its nothing to do with them it down to BT as they get wholesale BT, BT don't want to know and tell me to take it up with my provider. The excuses range from "we don't know why this happening", to "others are in the same situation you are and it could be a problem with the exchange" to "you're downloading too much, as soon as you reduce your downloads the speed will go up" (this is after the best part of a week when my speeds are dropping from 0.2 TO 0.1) but the best excuse so far has to be "its because you're uploading too much(!!!)"

When I ask them what the limits are on their unlimited service they say they don't know and will have to find out what they are from BT!!! That was 2 weeks ago and they still can't tell me! I've told them if they can't sort the problem out by monday I'm moving provider.
