    If the lease for the flat requires you (the leaseholder) to fit certain types of flooring, such as carpets, in the flat, then you must comply with that.

    However, assuming there is nothing in the lease about flooring type, then neither you nor the tenant are doing anything wrong/actionable. The tenant is entitled to carry on with their everyday life (assuming no massive wild parties etc). In short,the neighbours have no case against you or your tenant, so just politely deflect any complaints which come your way and tell them to contact the freeholder if they so wish.

    You say that the new neighbours have complained to you about the roof etc.. Unless you are also the freeholder of the building that's nothing to do with you.

    How do you know you are "being reasonable"? They might hear your noise as much as you hear theirs. I would be surprised if they couldn't.
