you've not got the 'my outgoing server (SMTP) requires authentication' box ticked with the old details still in, have you? in the more settings > outgoing server, tab?
Although it shouldn't affect your incoming mail.0 -

No I have checked the password in there too...0 -
Are you able to set up a Yahoo account (or other webmail account), and get Outlook to recognise it.
Is the outgoing port number still correct?0 -
Try resetting your password on talktalk back to your old password and see what happens. Although i've a feeling your reply to that, is that you can't do that as when you tried to use webmail it told you to change your password to a secure one.0

yes it was a really crappy one and it made me change it - but the new password is defintely now set in outlook as the old pasword was only 6 letters long and this one is 10 letters (as the new password)0 -
Have you installed Rapport? (The free security software offered by some banks)
If you have and you are trying to use a password already in use then it could cause these symptoms.
I found this after spending 2 hours on neighbour's machine with similar problems.
Try resetting your Talk Talk password to a unique one or follow SchemingGypsies suggestion of putting it back"It's nice to be important but more important to be nice"

I have discovered that outlook is SENDING emails just not receiving them?? this is weird..0

That means it's your POP settings that are wrong - Have you tried ringing Talktalk? Because it could be a problem with them as opposed to Microsoft.
If you haven't already, I'd ring Talktalk and ask them to verify the POP or IMAP settings to make sure you've got them right in Outlook0 -

I rang talktalk yesterday and they said that they couldnt help and that I should use webmail and they could not help with outlook... I will try them again..0 -
your POP settings should be mail.talktalk.net but that shouldn't have changed.
You've got got a mail with a huge attachment sitting in your inbox on web mail have you?0
