I'd suggest you contact RBS before the FOS. The FOS won't consider your complaint until you've give the bank a reasonable chance to deal with it.

Keep calm (BTW you need to exhaust the RBS complaints procedure before you can invoke the FOS). Do you use online banking? If so, select the "account", then click "View account details". Read and post the entry next to "Account type".

If you do that you will get more meaningful advice. Unless you just wanted a rant. Which we will find out the answer to if and when you post again.

Your post is not very clear.

Have you just tried to open a new Current Account, or have you requested an account upgrade to the Select Silver account ?

If you have just opened the new Current Account...
How did you open this Current Account ?
Did you already have RBS online banking and hence open the new account from there or were you a new RBS customer so used the RBS website to open the new account.
Or, did you go into your local branch ?

Whatever you think has gone wrong, you need to deal with RBS to resolve the issue. If you are then not happy with the result, after going through the RBS complaints process, then you could escalate to the FOS.

I opened a current account in Feb in branch & even that was a palave with customer relations telling the branch they must do it regardless if it is 4pm, they are trying to force me from my current account to Silver Select @ £8 a month - they done this via telephone and I told them I'm not paying £8 a month when I have a current account already, then he hung up on me !

Could it be that you are over-reacting ?

It sounds like during a telephone banking conversation the RBS staff member asked you if you would be interested in upgrading your account to a Select Silver Account, with a sales pitch about the benefits. Nothing wrong with that, you simply say no thanks.

However, if the RBS staff member used pressure selling tactics, or mis-information to attempt to force you to change your account type, then write a letter of complaint, include the date and time of the phone call (the bank may be able to replay the telephone recording to check what was said)
