UK Parking Control Charge

I would be grateful if anyone could give me some advice on this.
A few weeks ago my daughter was issued with a parking charge by the above company as she was not displaying a permit on her vehicle, which was parked in the residents' car park belonging to the block of flats where she lives. She paid this charge (£50) and straightaway started applying for a replacement permit. She telephoned UKPC who told her to get in touch with the managing agents for her address. They in turn told her that this matter would have to be dealt with by her landlord.
Unfortunately her landlord was away on holiday and unable to deal with the matter. As soon as he returned he applied for the permit.
Whilst she was awaiting receipt of the permit she displayed a note on her windscreen (as advised by the managing agents) to state that the permit had been applied for.
However, she received another parking charge (the day before the permit arrived!).
She has appealed, which has been turned down, and I have written to UKPC stating all the above facts. Again this has been turned down and she has now been told that if she doesn't pay within 14 days the charge will be increased to £90 and after that they will commence debt collection proceedings. They also stated that they will not enter into any more correspondence on this matter.
She feels that the charge is very unfair, there was nothing more she could have done to obtain the permit.
However, mention of debt collection is very worrying. Does anyone have any advice please.

My sympathies are with you.
Who are these dreadful people and how can they get away with this sort of behaviour?
When you think of some of the events of the past couple of weeks and you have worked so hard to bring up decent people, who can become easy targets for these predatory bullies, it does make you very cross.
Whatever happened to reason?

Unfortunately as your daughter has paid once UKPC will have her marked as an easy touch! She should simply now ignore them, she has a right to park where she did, she was not trespassing and no loss to the landowner was caused! UKPC have no case against your daughter.
However I would complain strongly to the managing agents, telling them to call off UKPC.0 -
It pains me to inform you that you wasted £50 on the original invoice. The UKPC demand was unlawful and therefore, unenforceable.
From now on, stuff their "rejections of appeal" and switch tactic - no more appeal, merely DENIAL of debt. After all, what was the landowner's loss from your daughter's action? Nothing. UKPC know this and they won't do court, they'll devolve the matter to some Debt Collection Agency but that too would be an unsanctioned move. Only when the case is heard in the County Court and you have lost will you be forced to pay - and the sum in question will be the original demand, it will NOT be for their despotic increases to their original figure. Be that as it may, if it went to court, you'd win hands down - as such, it won't. The whole caper is one big scam.
Regarding what you've already paid - this would make me a bitter person. If I were your daughter, I'd help myself to free parking any time I wished. She's paid £50, that should come off her next permit - or she parks anyway and the company get nothing. Choice is theirs. UKPC will never pay this sum back; you'll be able to get the award from court but these people hide behind a PO Box and bailiffs cannot touch them.

She could sue them for the money back if she wanted a day out in court if she knows a friendly solicitor whom would do it for free, £50 is a unlawful penalty, the landowner's damages are zero.0

The debt collectors will send out increasingly threatening and misleading bog-paper, however because they know if they took you to court they would be kicked out as soon as you put a defence in as the charges are an unlawful contractual penalty, they won't.0

How far? As far as sending you letters. Those communications get scarier and scarier, and look more and more official - but you'll soon start yawning. They're bombastic (the collectors) - all mouth, no action. But remember, DON'T pay them.
If they did court, they'd lose.0 -
