    There was a very good article in yesterday's Guardian about what could be done, building on the reduction in gangs in Glasgow.

    Essentially it is a strategy to wear the gangs down in stages and make their lives uncomfortable. It was used successfully in Glasgow, where they took the original research from Boston USA.

    However long custodial sentences will be (at taxpayers expense), at some point these people will be released back into society, at which point some of these offenders will have no chance or wish to be part of society.

    What about a cheap form of restorative justice?

    Two big policemen hold the criminal down, whilst the victim is given a fixed amount of time (depending on the severity of the offence) with a rubber hose or other tool of choice to do what they wish. If this means that the miscreant is then incapable of breeding in the future even better.

    In some cases yes, in others no. The whole rioting situation is more complex than that. The police are suggesting that Croydon was gang related. The link below gives some info on that:

    Well if there's a riot on a gang's turf, I don't suppose the gang members are going to stay out of it. But the point of a gang is to wield power, so fomenting chaos and provoking a backlash aren't really in its interests.

    Did you read the article? It suggests that there is more to it than that (link as previous):

    Across London, The Sunday Telegraph has established, about three-quarters of the accused live in such areas and police have said that at least a quarter of those charged have known gang links.
    Croydon has a serious gang problem, with three main rival youth gangs...

    ...BlackBerry messages intercepted by police show that many gangs declared a truce during the period of the riots, allowing rivals to circulate freely in each other's areas.



    This is backed up by an article in a local London paper:


    He said: "There has been gang war going on in Waltham Forest. Each postcode gang is at war with another. There’s evidence that they had a truce during the riots, and were swapping information with each other."
    “I was talking to my borough commander (Chief Supt Steve Wisbey) in Waltham Forest and he said there was very good evidence that they moved around a lot and they were co-ordinating locations and some of the social media network.”

    Yes. But having established the ages and addresses of the rioters, you're likely to get a correlation with any other attribute that correlates with the same ages and addresses - colour, education, family background, taste in music, use of slang, income level, favourite football team, whatever.

    Question is, if the gangs as such didn't exist as such, would the same people have been out rioting? I don't see much to say the answer is no.

    Cameron isn't really interested, he's playing that cards that will play well in the shires. I suspect he sees all this as a chance to break up the coalition and win a majority on a tough-on-crime platform.

    There are about 1,200 place available in the normal system.

    There are also a few held in reserve (about 2,000), and some room for adding beds to cells, increasing 2 to 3, for example.
