I can see both sides of this argument.
When I get new mobile contracts I always ask them to put a limit on my spending, not because of overuse etc but its more of a security feature, ie if my phone goes walkies the worst they can do is "ring" up £100 worth of phone calls, rather than thousands, but this of course does'nt help you.
Most kids nowdays are technosavvy enough to realise that their phone was'nt connected to wifi, i cant think of a single phone on the market at the mo that doesnt show if the phone is connected to wifi or 3g, and sadly maybe your son didnt realise the financial impact on his surfing.
Ok now the bit you probably dont want to hear/read, when you got the contract there would/should have been a section in the all the bumph about data roaming charges and this will be the service providers get out of jail card, that along with the handy text which most people seem to get about the charges for the country you have just arrived in, i've had these texts with orange, o2 and vodafone so would assume you would have got them too?Live each day like its your last because one day you'll be right0 -
OP was it possible that you son turned Wi-Fi on and then off? Most smartphones including the Galaxy with Wi-Fi off will automatic use 3G to update Apps and synch things like Facebook and E-mail unless 3G is also set to off in the settings.

Unfortunately this forum is littered with threads from people in this position. The simple facts are; within the EU you get and warning message and have to ask to increase your spending over £50, outside the EU there is no limit so the bill will just keeping rising with no limit although the providor may sending you a text.
In terms of reducing what you owe (yes you do owe it legally) then the only option is to be nice/grovel to the provider who may reduce the bill but they are under no obligation to do so. Given the coverage in the press about high bills in the EU before the new rule most people should by now be aware of the dangers of using mobile phones abroad.
Typically if you turn roaming on when abroad you will get a warning message about cost but if it is left on when you leave the UK you will not but the text you get from the foreign network might warn you.
Sorry this is not what you want to hear. In terms of the posts about 'you should know/check', this is in part driven by the high number of threads on the same subject. Typical subjects that will get this sort of response are:
1) Run up a high data roaming bill,
2) Can I cancel/downgrade my phone contract before the end of my 24 month contract,
3) Can I cancel my contract because I cant get a signal at home,
4) I've had to cancel my holiday but the travel comapny wont give me my money back and I didn't take out insurnace.
There are others but as you can tell most relate to thinmgs that could be avoided by either reading the T&Cs or common sense.IT Consultant in the utilities industry specialising in the retail electricity market.
