I have just received a parking charge notice from Highway Parking Ltd of Borehamwood. £60 if I pay before 16/8/2011. I was 16 minutes over the supposed time which went I went back to look is on a car park sign at my local Netto's. On the 'parking charge notice' there are a couple of photos of the car entering and leaving the car park with the times shown on the photo. Is this company legit and do I have to pay this extortionate amount of money. If I pay after the 16th they increase the charge to £900

Reduce the charge yourself to £0 just ignore the letters you receive. They have sent you a speculative invoice, you do not need to pay it.

They are legit as far as paying contributions has a role. Concerning their demand, it can be described as many things but it may certainly not be deemed "legit". I'm presuming this is Tesco. I get them all the time, Highview based at Borehamwood which is the same address as CP Plus (with the same template documents). It is one major scam, the landowner can sue for losses which in your case is £0 - there you have it!0 -
So far I have got a reminder and just a couple of days ago a notice of 'Legal Action Pending'. I notice that I now have 7 days and a 'bill' for £130. I will keep you all posted and then publish all the letters.0

So today I have a letter from Highview. I actually went to the trouble of sending one of the template letters which are shown on this site, the wording I used was:
You issued me with a parking ticket on 02/08/11 but I believe it was unfairly issued and I will not be paying your demand for payment for the following reason:
• The fine is disproportionate
According to the Unfair Consumer Contract Regulations, parking fines on private land must not exceed the cost to the landowner during the period the motorist is parked there. In my case, the £130 charge you are asking for far exceeds the cost to the landowner of £0.
If you choose to pursue me for this ‘fine’ please be aware that I will not enter into any correspondence and this will be the only letter you will receive from me until you answer the specific point raised in my letter.
The reply I got was interesting:
We monitor and manage this car park with cameras on behalf of and on the instructions of our clients in accordance with their Terms and Conditions, which are displayed on signage throughout the parking area.
The PCN was issued correctly and legally according to DVLA Code of Practice for the management of camera controlled car parks and British Parking Association guidelines.
thye regulations you cite have no bearing whatsoever on cases of this nature.
If payment of the outstanding £130 is not received within the previously specified time then further action will be taken.

OK then: You've wasted the cost of a stamp, plus your time and trouble sending them a letter. I could've written that response myself, word-for-word.

So this morning I received a letter from Debt Recovery Plus Limited (they have their own website including a section on Parking Charge Recovery) . Interesting letter.... anyone else come across these people before I wonder? Needless to say it will be filed along with the others.0
