That's presumably an old regulated tenancy, rather than a modern assured shorthold tenancy. It's much harder for the landlord to evict and the tenant can object to rent increases, which can lead to minimal maintenance being carried out.Note: Unless otherwise stated, my property related posts refer to England & Wales.
