I read it as someone who bought as an investment for themselves, or generally, then found out what was going to happen next door and ceased spending.0

Having renovated, sold next to a building development and still made a profit, I'm not sure my supposition here is 100% correct.
It may be just that badly judged costs ran off with the budget, or the builder ran off with his business partner...0 -
