I didn't see the game but I heard about the decision.
If someone's boot comes off the ref should only blow up for 2 direct reasons that I can think of:
1. A player is in some immediate physical risk as a result (e.g. it hits another player in the face, player that lost boot is in the middle of a load of players)
2. Advantage was being played and it was clear that the advantage was ended as a result of boot loss.
The ref should not stop play simply because someone's boot comes off, only if one of the above reasons applies. It is your own responsibility to have kit that 'works'. The ref should no more stop the match for a lost boot than he should allow Fulham to play in 'skins' vs Chelsea in 'tops' if one side forget to bring their shirts along.0 -

Fergie had a bad day at the office, outplayed and had two bad decisions against, amazing it was 2-3 really, to cap it all off the the substitute board was dropped on his toe (see you tube clip) :eek: The positives are that United looked 500% better when Carrick and Anderson came on, with hopefully Rio playing next week could be the game to watch.

The funniest thing was cutting Fergie short in the interview because they were running late, Fergie's face lit up, most channels have been trying to get an inverview out of him for a couple of years, they should have left the interview running and just cut off to the studio, that way they at least would have had the full interview in the bag. The only thing that you can say mitigates the ref's decision is that wearing 'footwear' (as opposed to 'stockings') is mandated in Rule 4.
Rule 4 is why players are booked for showing slogans on undershirts and kids are prevented from playing without shinpads.
The correct decision from your description is that the player that lost his boot should have been sent from the pitch by the ref to allow him to sort out his kit and then allowed to come back on the next time the ball was dead on the ref's signal. (You can't leave or enter the field of play without the ref's say-so. The ref is required to give a caution (yellow card) if a player enters or leaves the field without his/her permission.

70% of the decision is as you say. The other 30% is Rule 18: if in doubt, use common sense (it's a super secret squirrel rule).
I've reffed games where players have lost a boot and have never stopped the game. I would if it was a goalie under almost any circumstance due to Rule 18.0 -

Oh I was referring to two separate issues! The non-penalty was the one for Stevenage early on, the handball was against them later in the match.0
